Hair dye chemical banned

PETALING JAYA: Cosmetics companies that market hair dyes containing o-aminophenols have been told to clear out their stock in the market before its ban comes into effect next year.

The National Pharmaceutical Control Bureau issued a circular to the companies last week, notifying them of the ban.

A total of 192 products from 33 companies contain the chemical, including some popular brands.

The bureau said the number was small compared with the total amount of hair dyes available in the market.

While o-aminophenol is currently allowed under the Guidelines for Control of Cosmetic Products in Malaysia, the bureau has amended this to ban it in hair dyes effective Jan 3.

This decision was made after delegates to the Asean Cosmetic Committee meeting in Kuala Lumpur agreed to stop its use in hair dyes last June.

The move was adopted after the committee evaluated the latest scientific data on its safety.

“In the last review on data submitted to the Scientific Committee on Consumer Safety in the European Union, no final conclusion on the safety of o-aminophenol can be drawn,” said deputy director of the bureau's Centre for Post Product Registration Sameerah S. A. Rahman.

Due to insufficient data on the skin's absorption of o-aminophenol and its potential to cause irri- tation, it could not be considered safe in hair dye products, she explained.

However, she clarified that companies which produced the hair dye were given the grace period to clear their stock as there were no documentation of direct harm.

“What we do not want is product dumping in the region as Europe has already disallowed the chemical some time ago,” she said
